Cross-border donations are legal but subject to strict regulation in Saudi Arabia (Indiana University Lilly Family School of Philanthropy, 2018). International activities must obtain prior approval by the government; additionally, philanthropic organizations (POs) must obtain approval to work with regional or international organizations. Foreign POs cannot open offices in Saudi Arabia. Cross-border donations are not eligible for tax benefits, and they are subject to the same additional fees as other international transactions.
